来週スイスにて開催される、ダボス会議のメインテーマである「Globalization 4.0」の概要について、JETRO ジュネーブおよび、World Economic Forumのジャパンチームによるプレ・セミナーに参加させて頂きました。
Co-chairに選抜された、徳島県NPO, Zero Waste Academy の若き代表Akira Sakanoさんもいらしていました。今年は日本から安倍首相やビジネス分野の方々含め、74名が日本のプレゼンスを上げるべくいらっしゃるそうですよ。
メインテーマの下、12個のサブテーマに分かれてディスカッションが行われます。サブテーマの例は以下の通り。
●ナショナリズムを模索する国々が顕著になってきた中、今後のグローバリゼーションはどうあるべきか
●新しいグローバリゼーションの中、国際組織（例：国連）に求められる役割やあるべき姿とは（グテレス現国連事務総長も参加されます）
●AI社会において、サイバーセキュリティ対策や規制づくりはどうあるべきか
●AI革命による新しいグローバリゼーションが、経済活動に与える影響（例：国力を図る指標としてGDPは適切か、新しい仕事の在り方）
など。
テーマは、毎年夏にフィードバックを受け、WEFにて最終決定しているそうです。
また、テーマ設定の判断材料の一つ、WEF調査による、グローバルリスクレポート2019が昨日発表になりました。それによると、一番のリスクが環境問題であることは依然として変わらないものの、その次にサイバーセキュリティが上がってきているとのこと。
質疑応答では、毎年ダボスで相当な数の各国首脳やビジネスリーダーが集まって議論しているのに、世界のリスクは増えるばかりであまり解決されていないと思うが、WEFの役割や効果測定とはなんでしょうか、というものがありました。私も以前同じ疑問を抱いたことがあります。
個人的には、世界における安全地帯としてのスイスのように（紛争解決のための多くの会議が行われている）、WEFが提供する、「世界はこうあるべき」論を継続的に行える場は、とても重要だと考えます。
特に日本は、世界でのプレゼンスを上げつつ、賢く正しいリーダーたちには、あるべき世界に向けて、行動を起こしてほしいと願います。例えば、日本での目に余るプラスティックやペットボトルの大量消費（生産者、消費者共に）は、今すぐにでもやめてほしいです。
これからの世界、ビジネスは、どのような方向に行くべきか？いよいよ、ダボス会議は来週です。

Thanks to JETRO Geneve and WEF Japan team, joined the pre-seminar explaining the main theme of Davos conference, “Globalization 4.0,” which will be held next week in Switzerland.
Ms. Akira Sakano, a young leader of Japanese NPO in Tokushima Prefecture, Zero Waste Academy, who was selected as Co-chair, was also here. This year, a delegation of 74 people, including Prime Minister Abe and business leaders, will come to raise Japan's presence.
Under the main theme, discussions will be held divided into 12 sub themes. Examples of sub-themes are as follows.
● As countries seeking nationalism become more prominent, what should globalization be like in the future
● Among the new globalization, the roles required for international organizations (eg: United Nations) and how they should be transformed (Guterres current United Nations Secretary General will also participate)
● How should we tackle cybersecurity issues as we go on and how we develop regulations in AI society
● Impact of new globalization by AI revolution on our current economic activity (eg: Is GDP still an appropriate measurement for national strength? New work style?)
Above themes are decided by WEF based on the feedback session in summer every year.
The Global Risk Report 2019 by WEF, one of the judgment materials of the above theme setting, was issued yesterday. According to the recent report, while the environmental issues remain as the highest risk, cybersecurity came as the second top risk.
During the Q&A session, there was a bit of a challenging question to WEF, “What is the goal and measurement of success for WEF?” This is based on the fact that although every year in Davos there is a large number of politicians and business leaders gathering and discussing, many of the global issues remain unsolved but they just seem to increase. Actually, I have had the same question before.
Personally, just like Switzerland identified as a necessary safe zone in the world (many conflict solving and peace negotiations are held), a discussion table provided by WEF for us to continuously talk and come up with the common understanding to visualize “how the world should look like?” is very important and critical for our guideline.
Particularly for Japan, I wish smart leaders would take action based on the discussion held at WEF conference while the official delegation raises our presence in the world. For example, I want Japan to stop the massive consumption of plastics and PET bottles (both makers and consumers) that are intolerable level at this moment.
Which direction should our world take? The Davos conference will take place next week.
